Palm Desert, Calif. residents looking to undertake noisy construction projects or use equipment such as leaf blowers and lawn mowers might soon have to adhere to time regulations.
At its meeting on Thursday, the Palm Desert City Council discussed a proposed ordinance that would restrict usage of "noise sources associated with property maintenance activity and other portable…devices."
The proposed hours for maintenance are:
-
9 a.m. to 5:30 p.m., Monday through Sunday from Oct. 1 to April 30.
-
8 a.m. to 5:30 p.m. Monday through Friday, and 9 a.m. to 5:30 p.m. on Saturday and Sunday from May 1 through Sept. 30.
-
No noisy maintenance activities would be allowed during government holidays.
City Councilman Jim Ferguson said that at the meeting, the point of contention was a sentence in the proposed ordinance that read: "All maintenance activities in communities associated with golf courses and/or tennis courts can operate from 5:30 a.m. to 7 p.m., seven days a week."
Ferguson said concern arose because Palm Desert has two golf communities that don’t have a wall around them. Noise from maintenance in those communities could affect other residents.
Ferguson said he and Councilman Buford Crites will form a subcommittee to re-work the language of the ordinance.
He said he is planning to take the next few weeks to meet with presidents of area homeowners associations to strike a balance.
In the past, the city of Palm Desert had several different ordinances that applied to maintenance activities. Ferguson said it is time to streamline the rules.
"We figured it would be easier to come up with one ordinance that encompasses everything," he said.
